Education on managing a content library?

Where I work pumps out a lot of proposals for a variety of audiences -- but each new one is a Frankenstein('s Monster) of older proposals. This includes copying both text & screenshots into new proposals.

I have permission to create a system for this digital clutter drawer so we can select approved content based on the audience and its needs.

Have you been in this position? What do you recommend I read / watch / study to build something functional?
